Background to the position statement and petition

The Pointe-Saint-Charles Community Clinic first initiated a collective position statement following the announcement in November 2024 by the Minister Responsible for Seniors and Caregivers, Ms. Sonia Bélanger, to present a new national home support policy by December 2025. 

The Clinic first formed a committee to analyze the policy framework that guides home support services in Quebec, as well as the guidelines proposed by the MSSS for its upcoming home support policy (MSSS 2024 Home Support Guidelines). A position statement and recommendations were then formulated by the committee.

This position was subsequently supported by various groups (Coalition solidarité santé, IRIS, etc.), including two of which Santropol Roulant is a member (Coalition pour le maintien dans la communauté, Table Alliance 3e âge du Plateau Mont-Royal). These movements share a common concern that this new national policy will distance citizens from the decisions and services that affect them, while compromising universal access to health services tailored to the needs of seniors. 

The position statement and petition to the National Assembly aim to:

  • Encourage consideration of key elements in the development of the new national home support policy (HSP) [see the elements listed at the top of the petition]
  • Strongly recommend that home support services be accessible and free of charge
  • Ensure that the government takes into account the concerns raised by the signatories of the collective position statement and supported by the signatories of the petition

Collective position statement

The position statement was developed following an analysis by a committee of the Community Clinic and the policy guidelines for the home support program published by the government in 2023 and revised in 2024.
